Since the onset of the Third Industrial Revolution, developed nations have employed diverse strategies to harness digital advancements for the public sector and urban improvements. Central to these efforts is the smart city concept, which leverages technologies such as Artificial Intelligence (AI), the Internet of Things (IoT), and big data to enhance urban management. This study introduces the smart city concept within the context of the Kurdistan Region and assesses its readiness for a comprehensive smart city action plan. The research aims to establish a robust, modern connection between citizens, city infrastructure, and government agencies, marking the first serious, practical research proposal focused on the Kurdistan Region's transition towards smart urbanism.
