Technical debt (TD) has commonly been examined for its impact on software quality and health. Emerging findings suggest that TD prioritization and management play a key role in enterprise risk management strategies, impacting product quality and organizational resiliency and serving as a basis for decision-making. The narrative literature review analyzes theory, emerging empirical findings, and methodological advancements to justify prioritizing and managing technical debt as critical components of enterprise risk planning strategies. The analysis highlights the lack of alignment on best practices for managing technical debt, the limitations of prioritization processes, and gaps in organizations that fail to consider technical debt when developing strategies for enterprise risk. The review further examines techniques for integrating the technical debt process into enterprise risk, illuminating the challenges of shifting an organization's risk mindset. Overall, reframing technical debt management as a critical enterprise risk management tool will help build a strategy that prioritizes risk, assesses impact, and builds organizational resiliency.
