The effectiveness of governance has become increasingly important in the case of higher education institutions in the Arab region. Higher education institutions face various challenges that threaten the crisis of education quality and the credibility of existing institutions, and various international rankings reveal a loss of institutional integrity, including recurring issues related to fraud and corruption in higher education. To address these challenges, many higher education institutions are focusing their attention on the quality of internal governance, as this has become a serious issue related to the importance and legitimacy of institutions. In this research, we will conduct a study of how to develop governance in university institutions in the Arab world and the obstacles they face. We will highlight a study on Algerian universities.
