Abstract

This article aims to demonstrate the production of the concepts and quantifications of ‘energy poverty’ and ‘energy justice’ amid relations between the State, academia, companies and social movements, creating a grammar for the rearticulation of knowledge and interests in the field of energy policies. By analysing the development of these themes in the United Kingdom, the European Union, France, Chile, and the United States, we sought to understand the use of statistics, the circulation of ideas and the reappropriation of symbolic categories in the instruments that formalise energy policies. Energy poverty has been quantified based on the relationship between household income and energy expenditure. The sociology of quantification reveals that the uses of these categories – energy poverty or justice – create different objects of governance in each socio-historical context. In this sense, the statistics used are fundamental to demonstrating the relationship between energy policy and issues such as health, housing, the environment, ethnic-racial diversity, energy efficiency, energy transition, human development, and poverty.
